Climate Resilience Framework: SGI Europe calls for investment in resilient essential services and critical infrastructures

SGI Europe welcomes the EU Framework for Climate Resilience and its ambition to strengthen Europe’s capacity to anticipate and manage climate risks. The proposed Climate Resilience Law offers an opportunity to improve coordination across sectors and levels of government. Its success will depend on its ability to support investment, address cross-sectoral risks and safeguard the continuity of SGIs across all European territories. Because climate-related disruption in one sector can quickly affect others, the Framework must reflect these dependencies through coordinated planning, clear responsibilities, and SGI involvement.

Commenting on the Commission’s initiative, Valeria Ronzitti, SGI Europe General Secretary, said:

“Europe’s resilience depends on services people rely on every day. Resilience by design must become an investment reality. Identifying risks and assigning responsibilities are necessary, but they must be accompanied by predictable financing, technical support and workable requirements.”

“SGI Europe welcomes stronger support for nature-based solutions adapted to local needs. Their delivery requires cooperation with SGI providers and predictable investment, including maintenance funding. Combined with resilient infrastructure and pollution prevention at source, these solutions can protect water resources, reduce heat risks and support the continuity of essential services.”

“As social partners, SGI Europe stresses that resilience depends on people as well as infrastructure. Social partners can help anticipate skills needs, prepare the workforce, and protect workers exposed to climate risks. Adequate support for vulnerable territories is equally essential to avoid a two-speed Europe and safeguard the Freedom to Stay.”

“SGI Europe also calls for the implementation of the Climate Resilience Framework to also address access to affordable insurance. Waste management illustrates the challenge: facilities perform essential functions, yet operators struggle to secure adequate coverage. The forthcoming Climate Insurance Alliance should reflect the needs of SGIs and recognise investment in risk prevention and climate adaptation.”

SGI Europe will engage with the EU institutions to promote a coherent and practical approach supported by the investment, skills and governance needed to maintain affordable, reliable and resilient SGIs.
